The application you tried to open was not registered with Apple by an identified developer. This doesn't necessarily mean that something is wrong with the application.
You can choose to override the security settings by applying the following steps:
1. Locate the application you want to open. Most applications reside in the Applications folder.
2. Press the Control key and click the application icon or right click on the desired application icon.
3. Select and click Open from the pop-up menu.
The application will be stored as an exception to your security settings, and you will be able to open it from now on.

How to Uninstall a Windows 7 Language Pack
Windows 7 language packs are available for computers that are running Windows 7 Ultimate or Windows 7 Enterprise.
To uninstall a language pack in Windows 7, follow these steps:
1. Click Start, and then type Uninstall display language in the Start Search box.
2. Click Install or uninstall display languages.
3. Click Uninstall display languages.
4. Select the language or the languages that you want to uninstall, and then click Next.
5. Follow the rest of the steps to uninstall the selected language(s).
